This is a little mini-dress (or some may call shirt) from a brand called Dollhouse I believe (?) I got it at Winners for 25 bucks. 
It's cheekily short, so I would definitely wear it with leggings if venturing off my balcony. In the meantime, why not be a bit risque?
The antique floral detail helps keep the short hemline a little more innocent =)
I bought the black version about six months ago, but I definitely prefer the white one! Just a lot more feminine and delicate
